im trying to figure out if I can run 2 SBCs for redundancy but I’m coming up short on an answer.

I don’t want a raspberry pi to be a single point of failure.
 
You could run two, at one location, but the sets would have to be capable of registering to the second SBC in the even the first stopped responding. If both were active, they would have to have two different IPs on the local network. You could have it so only one could be powered up powered at a time and then both could have the same settings. Someone would have to switch from one being active, to the other.
 
To add on to what Leejor has said I'm thinking the phones could have a secondary SIP account configured to be that of Raspi 2 in the event that the first goes down.

Dependant on what phones you have this could be done in the form of a custom template or if not manual configuration.
