Forwarding rules not behaving properly

So a system on the standard license has a weird issue with forwarding rules.

Inbound rules send calls into Reception extension, and is set to forward external calls to a backup ring group after 23 seconds, then after another 23 seconds are supposesd to go to reception voicemail. What is actually hapenning is that the calls are being forwarded to the ring group after about 6 seconds, then the calls come back to reception, then back to the ring group then back to reception and so on and so forth and never hit voicemail.

The reception phone is a member of the ring group, but I've never had that be an issue in the past.

Anyone have any ideas?
 
does this break down happen if you dial the reception ext directly?

This happens on external calls only but yes this is what happens. Tried increasing the time to 300 sec but it still loops after about 6 seconds.
 
Do blind external transfers to that ext work as intended?
 
Have you followed a call through the Activity Log?
Was this working , in the past, then the behaviour changed at some point?
 
if you remove reception ext. from RG is it working as expected?
