Free License Question

First time user of 3cx and so far my experience has been great. I have a good friend who is replacing their antiquated analog phone system due to age to a VoIP system and they want to use Fanvil phones. There are 25 phones in the house (large, very large house). The wording of the licensing confuses me as it says you can have unlimited extensions, but only 10 users. You have to create a user to create an extension before assigning it to a phone, so are you only permitted 10 phones with the free licensing?

If we had to purchase a license, it seems very costly for that many phones, when it’s merely used as a basic phone system without much usage…upwards of $400 per month? Maybe I’m pricing it out the wrong way. I am running the software on a server in the house, if that helps.

Startup I think limits you per extension, but the dedicated instance does not, just sim call paths.
Also you can assign multiple phones to a single extension.

If running it in-house, you are running dedicated at this time, you won't run into any issues.

If you look at the Self Managed (free) option, the limit is 4 simultaneous calls. Being a residence you will probably want to put most extensions into a single ring group.
