Well, if you are relatively new to Elastix, like I am...
You will find the Group Permissions / Resources very confusing.
The biggest issue I had was figuring out what was a top menu resource, v.s. a sub-menu resource v.s. an actual resource itself.
So... find attached an Excel document detailing each resource, noting if it is a top menu, sub menu or left menu resource.
I also indicated the items I found to be safe to assign to a user (so they do not have any administrative access).

Change to .csv extension and/or open in Excel for best viewing:
