High CPU Usage When Idle

I have a 3CX Instance running on a VM with 4GB of RAM 2 CPU Cores. Everything is working just fine, but the server stats say 81% CPU utilization and the phones aren't even in use.

I thought perhaps our firewall rules were too liberal and so we made sure that our firewall ONLY allows access from the WAN IP of the office using the phones and upstream SIP provider.

Is there usually that much interaction on 3CX when no calls are made?

answer is no, look at a very small cloud instance, 1CPU, 40 Go hdd, 1 Go Ram

Do you have a swap partition?
Is it latest version of PBX?
is your VM dedicated to PBX ?
Is your VM host with enough ressources?
Have you done install from 3CX debian 9 iso?
