How do I make canada calls go out Internet ISP?

Not sure why but for some reason the 3CX cannot prioritize my call rules as needed.

Note: I get free long distance calling on my pots line to all of the continental US however, Canada and Mexico which is also an 11 digit call cost me $1 per minute on my local service provider so on THOSE calls I would like them to go out my internet LD provider

Do do this in the past I had set up my call routes in this order
Canada
Long distance 11 digit
International

I do not dial 9 to get out with my system

for my Canada "Calls to number with prefix" I included the 1 and the area codes to Canada as follows

1204 1289 1306 1403 1416 1418 1450 1506 1514 1519 1604 1613 1647 1705 1709 1778 1780 1807 1819 1867 1902 1905

Make outbound calls on is set to my internet LD provider

Next outbound object is my Long Distance 11 digit (domestic)

Even though I have the ordering correct canada 11 digit calls go out my local pots line. Has anyone else had a problem with this?
 
maybe can disregard, I had to put commas in between my prefix items
