How the seats limitation of the webconference works?

I would like to know how the seats limitation of web conferencing works.

For example if I have a Standard license that allows 25 seats, is it 25 seats per webconference or is it an global limit?

Bridge limit example:
First conference - 25 participants
Second conference - 25 participants
Third conference - 25 particpants
etc.

Global limit example
First conference - 10 participants
Second conference - 5 participants
Third conference - 10 participants
Total: 25 participants
