I had to space out the update window over the course of about three weeks, and the end result is 3 weeks of voicemail I need to import to the new server. The upgrade went from v14 to v16.

In my testing, with V18 SP2, you can copy the files (voicemail.wav and voicemail.xml) from the old server to the correct folders on the new server and 3CX will include them. However, new voicemails (generated in the V18 server) will not include an XML file anymore.

How long 3CX will continue to support the import feature is unclear, but I am sure glad they kept the XML processing code active. I hope they never remove this feature (PLEASE 3CX, DO NOT REMOVE THIS FEATURE!).

Tried that, the 3CX folder is locked to even the Admin PC account

That is a separate issue. If you are on Linux, you will need root access. If you are on Windows, you will need local admin rights, or domain rights if on Active Directory. There is no super-secret special thing that 3CX is doing with the folders. This is all standard security.
