hybrid install questions

i have a opportunity to bid on a job but they are wanting to be able to still dial other users if the internet goes down and i have not done any hybrid installs only hosted. here is the layout

  1. 600 phone system users.
  2. 100 users with a soft client only.
  3. 450 physical phone sets.
  4. 25 conference phones.
  5. 10 fax machines.
  6. 40 users with wireless headsets connected to physical phone sets.
  7. 40 facilities will have phones. These range in size from several facilities with only one phone to approximately 150 phones.
would i just deploy a server at the hq and host the software there for deskphones and have the mobile apps hit a hosted instance? i dont think they want to be fully dependent on a local server.
if i went fully hosted would i just put sbc's at the larger locations with 20+ users and use router phones for the smaller sites and pushed for good redundant internet (which they almost all have)

This would be the better option.

At least if a sites internet connection goes down, the SBC would be easier to connect back to the PBX.

The Apps would just use any internet connection they have available to them. There might be a bit of downtime until the SBC re-establishes its connection back to the PBX after the internet dies but this would be better than not having the PBX reachable at all if its connection goes down.
