I can't call international

Hi,I created an overseas call rule before, I could call, but now we doesn't call with the same rule. What change in 3cx?
 
As I replied to the same question you posted in the Trunks section, you need to confirm that the call is leaving the PBX. If you have access to the 3CX Activity Log, it will show if an outbound rule is being used, and if the call is indeed sent to your provider. If your provider is rejecting the call, then you have to figure out what is wrong, in either the dialed number, or perhaps the caller ID you are sending.

As stated by @leejor the first step is to identify if the call is leaving the PBX. You should confirm:
  1. 3CX is configured to allow calls to this country
  2. That an appropriate outbound rule is configured (and appears in the right order in the list)
  3. That the call is using the expected rule
  4. That your call is not being rejected by your SIP provider
    1. Is the caller ID number valid?
    2. Does your provider permit (or support) calls to this country?
    3. Does the dialed number include the properly formatted country code?
If the call never leaves the PBX, then look closely at (1-3). If the call is being rejected by your SIP provider, look a (4-1 through 3)

Your event log would tell you exactly what the issue is.
