I may be wrong, but I don't believe you can use a wildcard after a set of digits, which is what you'd require, in the CID rules. I have seen some legitimate calls using a toll free number, as CID, so you may be blocking more that you hope to.
Depending on when the CID rule is applied, pre, or post digit manipulation, you might try reformatting the caller ID for any 800 number, changing it into a fixed number, then a single rule might work.
