Invoicing between members in the EU (no vat)

Hello,

We have just renewed our license and are surprised to see that 21% VAT is being charged.
Our company is located in Belgium and is a member of the EU, as is Cyprus, where the invoice is issued.
Normally, there is no VAT to pay between companies in the EU that have a VAT number.

Please explain.
