Is it possible to keep calls in a queue when agents are logged out?

there must be a parameter setting within 3CX that can allow this.
 
I'm afraid not, only thing I can think of is to keep a dummy extension in that has "Ring my mobile simultaneously" enabled to stay registered and that also has a bogus mobile number to have those calls fail. You could in theory create an outbound rule with that specific number and "block calls" for it.

I would not necessarily suggest this config though as these functions were not intended to be used in this manner and will inevitably cause issues one way or another such as affect statistics or may even cause unexpected behavior.
 
If I use ring my mob and set it to 0 will the call fail and stop or will it continue polling?

Not speaking for calling 0 specifically but, if the outgoing call fails, the incoming call should stay in the queue.
