Issues with newest v18 Debian ISO

I wonder if anyone has seen the same behavior I am seeing with the latest v18 ISO. I downloaded it today 12/29/22 from my 3CX partner portal. Problem is that after Debian install and initial reboot, it goes to the 3CX installation screen, but does not have any version number. Instead, it shows "3CX System (version) and "3CX SBC (version)" as the two options. If I select 3CX System, it goes through installation process briefly, but then reboots to Debian login instead of 3CX Configuration tool. If I log in and run apt-update, I get a lot of warnings about 3CX repos being unsigned. If I try to install any package via apt (apt install openssh-server for example), I get an error about "held broken packages."
I have tried this ISO on both hardware (HP ProDesk 600) and in Hyper-V with Identical results.

Has anyone else seen this behavior?

I didn't have time to fully test and dig into the logs yet, this is a production system so I just installed it on a Windows machine for now. I will update once I test with this ISO in my lab environment.
