Limiting Trunk Usage

We are trying to implement a backup trunk for when the SIP carrier has issues. But we only want it to be active if the first route fails not if the max number of calls is reached.

Example:

Route 1 - 10 call max
Route 2 - 10 call max (fail over route only)

Needed:::::SIP carrier for route 1 has connection issues, calls should route over #2 to complete

Should Not Happen::::: SIP carrier #1 has no issues but 10 calls are being used. Ext 123 makes a call, 3CX determines route 1 is full, goes to route 2. <----not good
 
Using the outbound rules, I don't believe that 3CX will differentiate. If you have a second choice route, and calls cannot use the first for any reason, then they will use the second.
 
It's as @leejor says, if you have there exists a second route the PBX will try to use it if the first one failed due to max sim calls being reached. It will also failover in the cases mentioned here: https://www.3cx.com/docs/multiple-outbound-call-routes/

You might be able to accomplish this some other way. What does the SIP Provider do when you reach their sim call limit? If for instance they actually answer the call with an automated message, what you could do is increase the sim call limit on the 3CX SIP Trunk level so that you never reach the limit on 3CX but instead reach the limit of the provider. That way the call will not go to the second route in the event it reaches the sim call limit of the SIP Provider. This provided of course that the SIP Provider does not respond with something that will trigger the second route.
