Local calls from remote offices

Sorry if this has been discussed before.

I am wondering how 3CX is setup to handle making local calls from remote offices.

Example: I have a west coast office and an east coast office. The main office is the West. They are connected through a Cisco VPN connection. PSTN lines on both ends.

How would you setup the system to allow the East coast office to make local calls when dialing out, but still allow them to make internal calls across the VPN? What is the "Best Practice" for this senario? Would each office need its' own gateway on each end? Would all inbound calls get routed to the west coast first?
