I am a bit lost at how to configure the micros Fidelo/Opera integration on my PMS.

Under 3CX for PMS IP do I set that to my opera box and use the opera listing port, or do I set up a IFC with 3CX and use IFC8.exe on a client computer.

Have you added the extension groups?

Yes i have however when i use port 15374 as listed on the docs as well as trying my opera listing port,
You must use the IP used by your PMS and the Port it is configured to listen on. Have you confirmed both to be correct in the PMS configuration?

Confirming OPERA listens on 1521 on x.x.x.64
3CX is set to 1521 on x.x.x.64 with group HOTEL

Hotel Contains ext 21 matching room 21 in opera

According to the logs, the PBX is in fact sending the information. You might want to dig deeper, maybe considering running packet captures on both systems and then search for traffic on port 1521. You should see the same traffic on both packet captures, if you don't you'll at least narrow down where the issue might be.

1521 recieved on opera machine, is this expected output or is opera not getting a full stream of data?

What action did you perform while running the capture?
Did you also take a capture on the PBX?
Can you compare the two for the same duration and destination port?
