We moved SIP provider to Voiceflex and set it up to match the 3cx template however the when anyone calls inbound all calls are routing and instead they are just going to the operator.

error message is 06/09/2021 11:17:21 AM - [CM503003]: Call(C:595): Call to <sip:[email protected]:0> has failed; Cause: 487 Request Cancelled/INVITE from 127.0.0.1:5080

The error you posted looks like a normal cancellation of a call. Are you sure calls are hitting the PBX? Change the routing to go to a digital receptionist which auto answers calls to see if you can hear the prompt. If the calls are not hitting the PBX perhaps the porting of the numbers is not fully finished yet.

Is the new provider, sending DID numbers, in the same format, as the old, to match your existing DID rules?

I'm going to assume that the "operator", is the default route (incoming) for your trunk.
