MP3 audio seems to be processed too loud

I need some help with Elastix, version is showing 2.3.0

The volume of MP3s seems to be set too high,

MOH playback is way too loud, and voicemail messages emailed are way too low.

I have turned the volume down on uploaded MP3s a number of times, while this helps, I suspect there is something in the system that needs to be adjusted because the volume of the emailed messages is too quiet.

I would love some assistance in figuring out if I can adjust this.

My Google searching only seems to keep bringing up many people with the music-on-hold being too loud, nothing about voicemail volume.

Voicemails played on the phones is normal.

Would this be right to do?

Because the uploaded MOH files are too loud when listened to, and the voicemail playback is the right volume when played, but the emailed MP3 file is too quiet, would this change affect the voicemail playback when using a phone?
