No notifications sounds of incoming call while the user is on active call

How to enable a beep or notifications sounds to notify the user while on an active call that he/she also have an incoming call on the other line?

Already check the android settings.

Are the calls routed directly to the extension, or is the user a member of a Ring Group or Call Queue?

In that case you won't be able to achieve this. Multiple calls are intended only for direct calls to extensions, not Ring Groups or Call Queues.

Simply check the option Accept multiple calls in the Forwarding Rules of the user.
 
Accept multiple calls is already checked on the options.
 
OK, if you then make a call to the extension, either internal or external (DID pointed to the extension) while the user is already on a call, there should be an audible notification of an incoming call (call waiting).

Note that if any of the above calls are made through a Ring Group or Queue, the user will not be notified by the second incoming call.

Is notifications sounds not really possible to notify him that he have an incoming call on the other line?

Sure,

(Example numbers) - Call from extension 100 to 101 and answer the call. While the call is in progress, call from 102 to 101. Provided that the Accept multiple calls option is enabled, 101 should be notified of an incoming call from 102.

If by "mobile call" you mean a GSM call, it depends on how the mobile phone (OS level) handles calls from apps while there is a GSM call in progress. This will not be affected by the phone system setup, nor the fact that the user is a member of a Ring Group. Normally, the 3CX app will notify the user of a 3CX call, while they are on a GSM call.
