No option to reorder outbound rules

On free SMB systems, it's not possible to change the order of outbound rules: if needed, they must be rewritten in the correct order.
Is that a bug or is it by design to make customers change to a paid version ?

The free system ist restricted in many ways... if you like to get something you need to pay something.
