O365 integration no longer asking for admin creds

I am adding O365 integration for sharepoint backups to a number of our systems. I had an account setup with licensing o365 business standard to use as a service account for this. This does not have global admin rights. In the first several systems i added I was able to use this account for the initial login at integrations.3cx.com (when i go their from the o365 page on the servers.). THEN it would open another pop up letting me put in my global admin account to approve the app integration. This worked several times and now it is no longer asking me for the admin account when I try this and just failing saying it does not have the correct privilages. Nothing on the account has changed and it is not locked or restricted in o365.

I have also tried this from multiple browsers and computers to make sure this was not a caching issue.

I did read that there is a 250 app limit per user by default in o365 but i am no where near that. Also tried giving it app administrator, app create, and app create as owner permissions in Entra.

Has anyone ran into this before? I would prefer not to give global admin rights to this service account if possible.
