Out of office rule not applying correctly

I have a hosted by 3cx standard install.
I have a 10 digit outbound rule to prepend a 1
I have out of office hours configured on a schedule to dial a 10 digit external number after hours. It always forwards the call correctly, but sometimes it only sends the 10 digit number. When it does that, the call history shows that call as not answered and it is typically dead air to the caller. Sometimes it will prepend the 1 to the number ( like it is supposed to do) and they go through correctly. Thanks for any assistance.
 
Dont think it matters, but SIP trunk is provided by Flowroute for incoming and outgoing calls
 
Regarding your question, do you have any other outbound rules other than the 10-digit rule that may be processing the calls first? I also suggest checking the outbound rule and noting that you have only specified 'Calls to Numbers' with a length of' with a value of 10 under the section 'apply this rule to these calls'. Do not use any other of the option, such as calls from extensions or extension groups, in case calls are not from extensions and forwarded directly from inbound rules, for example.

Yes, I have this rule moved up right under the 3 digit emergency rule. Settings are as you stated, but when it doesnt prepend the 1 it wont got through. a couple tries later and it will prepend 1 and call works
 
Just an update. Have removed E164 and moved the 10 digit rule to the top. The issue is still happening when forwarding to an outside line for out of office hours. Sometimes it will prepend the 1 like it is supposed to, and sometimes not. When it doesnt, the call does not go through correctly. Just hoping anyone else might have a suggestion. As a reminder, this is a standard install and hosted by 3CX
 
I am not sure who moved this thread to ON Premise install as that is not correct. It should have remained on the hosted forum where I posted it.
 
Hello all...still having the same issue intermittently on this dialing rule if anyone has thoughts
