outbound calling number causing call failure

I am using a 3CX with a Sangoma A101 PRI card. Inbound calls work fine but outbound calls always fail, playing a busy tone to the caller. The phone company says the outbound calling number in the ISDN setup message has quotation marks around it, which is against the ITU Q.931 specification.

How can I change the configuration of either the 3CX or the A101 to strip the quotation marks from the (outgoing) calling number so the PSTN will accept my outbound calls?

I don't think that 3Cx is going to be "doing" the quotation marks, but that can be confirmed, if you want, in the 3CX logs. I would concentrate on any "number format" options in the A101. Could it be the switchtype option?
