I thought I would post this to help others out who are in a similar situation of mine after upgrading from V15 to V16. Giving credit to the following posters on https://www.3cx.com/community/threads/3cx-receiving-calls-but-outgoing-calls-forbidden.65001/
Symptoms
* recently upgraded 3CX from V15 to V16 on Windows
* Working fine on V15 but not on V16
* followed the upgrade instructions provided by 3CX
Cause
* It would appear the outbound parameters on my SIP trunks I had set in V15 no longer worked in V16
Resolution
* In Extensions>General ensure the Outbound Caller ID is set to the number you want present to call recipient
* In SIP Trunks > Outbound Parameters set the following parameters
From: User Part = OutboundCallerID
Contact: User Part = OutboundCallerID
P-Preferred Identity : User Part = OutboundCallerID
