Outgoing calls executed by E1 when a number does not exist or is not available, or 3cx does not return the message provided by the carrier. It only stays in the ringtone until the timeout (about 25 seconds).
Test with Asterisk to ensure that E1 is functioning normally.
 
What SIP message does 3CX receive, on the trunk, when you reach a non-existent number. Check the 3CX Activity Log. What type of gateway are you using? Provider? Perhaps there is an option that is mis-configured. Same gateway used with the Asterisk install?
 
Here is attached the message.
I am using the al56 ag561 gateway. This same gateway is tested with the asterisk installation, and typically works, including trunk configurations.

The attachment is not formatted in notepad, so it;s a bit of a mess to even try to sort out.. What does the 3CX Activity Log show when you place a a call to a non-existent number? What SIP message is returned and at what point?.
When using asterisk, does the voicepath cut through, so that you hear the recording from the provider, and only when you hang up, does the call disconnect?
 
Exactly on the asterisk, receive or return the operator's voice, ie a missing number message and then the call is disconnected for a while.
Follows record of activities.

So 3CX receives a Cause: 603 Declined/INVITE

Wikipedia defines this as...

603 Decline The destination does not wish to participate in the call, or cannot do so, and additionally the destination knows there are no alternative destinations (such as a voicemail server) willing to accept the call.[

Which, to me, means...drop the call, NOT, leave the line open so that the caller can listen to any message being played.

So, I should think that 3CX is behaving correctly., I may be wrong. It may be that your provider is not sending a correct response, or your gateway (options?) is not passing on/creating, a correct response.
I'm sure that others will weigh in
