I understand how to provisiong phones for 3CX either manually or via DHCP, and using the 3CX console to assign a phone's MAC to each extension.

My question is, what if someone needs to change their phone and there isn't an IT/phone technician available?

In the non VOIP world, each extension is mapped to a physical port, not a phone. So phones can be plugged in and removed without affecting the extension number/settings assigned to that phone.

Is there any way to assign an extension to a port or let anyone swap out a phone with having to change the MAC addresses in 3CX?

Hi,

No there isnt since network interfaces do not work in the same way, they could quickly set up the VOIP phone with the provisioning URL, but other then that there is no way. Also this is a rare occurrence for a phone to no longer work.

Just to go one step further.

You can instruct your user with the suddenly broken phone to go to the MyPhone portal and put call forwarding on to either their cell phone, another extension or they can use the softphone.

If the phone is "broken" then it is probably not registered and all calls will go to voicemail and hopefully that is set to send via email.

So while it is a good thing to plan for this event, there are a number of ways that continuity can be planned for
