Phone system upgrade downloads wrong upgrade

When I select Settings/Phone System Upgrade Phone system 7.0.4744.0, then I can see that there is a new upgrade 7.1.6391.0 available for download. But if I download the file using the button "Dowload" button, then I get version current 7.0.4744.0 and not the upgrade. This has to be fetched manually fro the web
