I am needing ring group/queue to ring first extension and if they do not answer, it should go to the second extension but it should still ring the first extension. Same with third extension, if first two did not answer it should ring the third extension but still ring the other two. Is there a way to do this? I tired some options but have not been able to figure this out.

You need to create nested ring groups.

ring group 1, add the one extension - destination if no answer go to ring group 2
ring group 2, add the two extensions, destination if no answer go to ring group 3

etc, etc

Thanks! Will this have some kind of latency added to it?

It won't affect latency on the call audio. Only which phone rings at what time.

If by latency, you refer to the callers experience, then yes. You have to allow enough time on each ring group, before going to the no answer destination, to allow someone time to pick up the call. If the time is too short, then someone may get to the phone, pick it up, making it engaged when the next ring group kicks in, so that set won't ring.
If you allow 15 to 20 seconds per ring group, then that could mean the caller is waiting, perhaps 45 to 60 seconds, for their call to be answered. Many will simply hang up before that happens. You will have to adjust the timing, to see what works best in your situation.
