PRI with POTS backup

I will have a Patton SN4970/1E24V/EUI gateway with a PRI that I want to be the highest priority for outbound calls, that way caller ID can bet set for each extension.

I will also have a Patton SN4114/JO/EUI gateway with 3 or 4 POTS lines that I will want to use for outbound calls when the PRI is not available. This would be for the loss of PRI connectivity (occasionally due to location) or when the PRI is using all of it's available lines (probably would never happen).

Is there a way to setup this scenario with the gateway priorities in 3cx?
