Provisioning Download Failed

I have 3CX v14 SP2 and Cisco SPA514g phones and one location I can't get a phone to provision. It gets the correct DHCP IP for Option 66 but under Provisioning Status it shows:

Status: Failed
Reason: Download failed

Any ideas what might be causing this? I'm not sure where it's getting port 443 since that's not set up in my provisioning links.
 
If Option 66 is working elsewhere but not for one phone maybe there is something buggy with the phone hardware or firmware. Have you done factory reset on phone? Have you tried other phone in this place? There is a tool that will let you view the Option 66 that is being received if you use a pc at this point - http://dhcpexplorer.en.lo4d.com/download.

A factory reset is what started this issue. I was trying to update some BLFs on the sidecar and it wouldn't reprovision, so I tried the factory reset.

I ran DHCP explorer on a client PC. It showed the local DC but the problem is the phone server and phones are on a different subnet and VLAN. I tried it from the server itself and no results came up.
 
Put the computer on the voice VLAN and run DHCP explorer.
However, you may want to first confirm a web browser can fetch a provisioning file directly by URL, so that you can parse the right options in accordingly. That last bit has saved much time troubleshooting nonsensical things.
 
I think I see the problem, Cisco phones do not support https links so make sure the Prov Link is http.
