Queue play music without agents logged in

Is it possible to have a queue playing the music on hold without any agents or without any logged in and connected agents?
I just want people to call and listen to the music.
And IVR only plays one song instead of a list of songs.
Any other possibilities what I can do?

but perhaps there is a better solution now.
