At the moment, the Pi 4 is not supported since it doesn't support Raspian Stretch. Buster, the Pi4 version, isn't compatible with 3CX.

I recommend going with a Pi 3B+ and Stretch Lite image. See here for more information: https://www.3cx.com/docs/installing-pbx-raspberry-pi/

Are you sure? I'm pretty sure the SBC software also requires Debian Stretch which isn't supported on Pi 4.
