Nope, not yet. It is supposed to be coming eventually but the roadmaps have changed a lot since then.

I've handled this in the past by

1) Set the meeting date in 3CX far into the future
2) Download the ics and open in Outlook
3) Use Outlook to schedule a re-occurring meeting
