Robocall: In-Bound Rule: Push non-local to IVR?

I am getting a lot of robocalls. I only serve customers in my local area (all the same area code).

Is it possible to push non-local numbers to a simple IVR, but still let local numbers (starts with XXX or 1XXX) go straight through an bypass the IVR?
 
Use inbound rules: CID with mask.

For example, if your local area is 732, add a caller ID for the CID as 732* , make this as your first rule.
