SBC v18 for Windows not working with dual IP NIC

Upgraded from 16.2.24 and neither 18.0.30 nor 18.1.34 beta will work. Log shows this:

The server is a Hyper-V VM running 2012 R2. vNIC is dual ip 192.168.120.8 and 192.168.120.2. When I remove the 2nd IP, the SBC works and all phones can register. When I readd the 2nd IP and restart the service, it shows the same error above.
I reverted back to 16.2.24 and now it won't work either..
Workaround was to add a 2nd vNIC with .2 address, and now it seems to bind correctly. Not sure why this broke after updating to v18 but I thought I should report this.
 
Why would you have 2 IPs for the SBC?

Sbc server is designed to only work with one network card, one ip address
