schedule webinar on behalf of different user

some of our clients are schools and we using 3cx for telephony and 3cx web meeting as eLearning , and they need the ability to schedule webinars on behalf , so the operations can do all the preparation work and the teacher will be able to log in and have all the conferences scheduled.

also reoccurring webinar would be great!

and the last thing is there any ability to have google calendar schedule with universal link (same as webmeeting) to be available also for webinar.
