In order to page (play alarm) to a large number of phones simultaneously, it will be mandatory to implement multicast paging. Make sure your phones support multicast and that your networking environment will permit it. It is not feasible to page large numbers of phones without multicast.
To play an audio file on the phones, you would need to create an IVR and have the prompt for this IVR (Digital Receptionist) be the alarm .wav file. A custom Call Flow Designer (CFD) application could be written to place a call between the multicast paging group and the "alarm" IVR.
I encourage you to take a look at our
3CX Emergency Notifier tool, which includes a panic button feature. This feature makes it possible to program a BLF on your phone to play audio files. This feature could be used to play tornado, active-shooter, or fire alarms (for examples). Pressing the BLF the first time toggles the alarm on, and pressing a second time, toggles the alarm off. There may be local regulations about using this feature for fire alarms.
It may be possible to connect your fire alarm system to 3CX via an analog gateway, provided your alarm system supports it. The hope being that placing a call to the analog line would cause the alarm to trip. You will need to investigate whether this is possible with your alarm system. It is possible with 3CX.
I should point out that you posted in StartUP. None of these features will be possible with this edition of 3CX, nor will you be able to use the 3CX hosting platform because 3CX (at this time) does not support CFD or 3rd-party applications. You will need to bump up to the Pro edition of 3CX and host on-prem, or with a hosting company that allows customizations to 3CX.
