Does anyone have a solution that works as a soft fax or a computer based fax client?

Regarding your question, please note that the 3cx system does not send faxes directly. It can only receive fax through a supported provider, and it is recommended to support the T.38 fax protocol.

You can also connect one of the supported FXS gateways, which can be provisioned behind an SBC to use an analog fax machine: https://www.3cx.com/voip-gateways/

Also, see the guides provided relating to the fax feature:https://www.3cx.com/pbx/foip/

The customer does not want to use an analog fax machine, they want to be able to fax out of the number that faxes are coming in via, there is no third party software that will work with 3cx to send out faxes?

You can simply use a third-party service to manage the faxing. Many exists.

We actually resell one.

I know a number of people that use a networked printer/scanner/fax combination machine, connected through an ATA, to allow people in the office to send a fax from their PC. A bit old-school, but it does work if the fax and ATA are setup correctly.

There are a number of software solutions that can use 3CX as a SIP server. RelayFax is one, same person behind pbxmonitor has one, and even http://www.t38faxvoip.com/ has a solution.

Nothing officially supported by 3CX though.
