I'm not sure what you are describing. Maybe I can take a guess. When you route a call to a queue, there must be at least one agent logged into the queue. If there are no agents logged into the queue, the call will immediately be routed to the destination-no-answer. If you have at least one agent logged into the queue, but this agent is already in a call, the caller will wait for the next available agent until the call is answered, or they max hold time is reached. If the caller is waiting when the max hold time is reached, they will be routed to the destination-no-answer.
