SMS Failure

We are experiencing issues receiving SMS messages and When trying to edit an SMS Connection we get the following error
Warning: Cannot connect to this messaging provider. It is currently inaccessible or may have been removed.

Restarting the services resolves the issue for a few hours and then it stops working again

I believe this is not provider related since when this happens and I try to add an additional connection the provider list is empty with no selections
I believe what we are experiencing is identical to this post only it keeps recurring
