Hetzner is the provider

I believe 3CX only supports using their ISO, or one of the supported cloud providers: https://www.3cx.com/docs/manual/

Seems like the iso is corrupted. Had a similar issue a few weeks ago.
This one works https://downloads-global.3cx.com/downloads/misc/debian-10.4.0-amd64-netinst-3cx.iso
But this one does not work https://downloads-global.3cx.com/downloads/debian10iso/debian-amd64-netinst-3cx.iso

Try the 1st link and see if it works.
