So I understand that users can't manage other users of the same or higher role, this makes sense and is common in the permissions world, but how is the "Manager" role considered the same level as the System Admin role? Even looking at the role matrix it doesn't make sense as it's suggesting that System Admin and Manager are at the same level, but Group Owner is higher than Manager but also less than System Admin which contradicts itself.
System is higher than Department. Surely any system roles should have full control over any department roles? In current state I really don't understand the purpose of System Admn role. The only benifit of it over Manager is being able to manage departments other than your own but if you can't manage Managers then you can't really manage those departments.
