Time limit per caller

I'm interested in having different callers use my network to call overseas. But I want to control it in such a way that the callers must follow these rules

1) they must call from a specific number or use Pin
2) each caller has a specific hour in the day - when they could make their everyday.
3) once the caller has used up that hour - they cant make anymore calls

Could I use this software to perform these functions? If not, what other software can I use.
