TSG6 phones no outbound calls

All, We are testing a new TSG6 phone, we have it registered in the phone handler the free 3cx version 9.

Anyway, we call from other phones to the the TSG6 and able to hear audio going back and forth. When we try to initate a call from the TSG6 we get an error message, that the TSG6 is "blacklisted for 344 seconds".

Have any of you seen this issue before??
