Unable to dial by name to the ext which has self-identification message not configured, is there any way we can make it possible to work for the extensions which are not configured with the self-identification message.

No, you must have a self identification message recorded. This, in part, is to offer a caller an option to select a destination(person) if there are more than one matches to the "name" dialled.
