The issue is resolved in a newer firmware release, X4-2.10.2.6887 released 2019-12-10, there is another newer version we are now running.
"The failure to upgrade when the configuration file is larger than 64K is fixed."
We used a 3CX support case and confirmed the phone was receiving the config file- but it was unable to provision. Since updating to version 2.12 the issue has not happened again.
