Unsupported Users in a ring group can't put a call on hold and pickup a ringing line.

So basically there are 3 people in a ring group. The calls come in as ptsn over a GXW4104 route by DID to the ring group and ring the 3 extensions. If only 1 of the people are in the office and they pick up a call and then the phone rings again, it does not ring on their extension and they cant put the first call on hold and grab the new call.
 
If the ring group member is engaged, when a call comes in, it will not "re-poll" the extensions in the event that a person hangs up (or puts a call on hold). You could send an unanswered call to a second ring group (after 20 seconds) made up of the same members. That would allow any now-idle extensions, to ring.

The person can also pick it up via the Switchboard.

That is correct, a ring group will only "call" agents that are idle.

In addition to what the other members said, you should also consider using a queue so that the callers can wait until the agent is free to pick up their call.
 
I have seen that enabling ALLOWUSEBUSYOPTFORGROUP=1 but I do not see "Parameters" listed under options anywhere. The instructions are go to Settings --> Parameters --> ALLOWUSEBUSYOPTFORGROUP=1 and this may fix your issue, but 3cx does not support anyone doing it. However, I have seen multiple people in different forums with this issue saying that changing the parameter from 0 to 1 will fix the problem. I just can not find it anywhere.

We do not consider that a problem (the fact you don't get polled while already in a call). That is just standard behavior with Ring Groups.

Please note we do not recommend enabling that parameter because it is not an official feature and will cause unexpected behavior in your PBX. It's leftover from a previous version, an early feature in testing that didn't make it into the final product.
