v18 "WebMeeting is disabled for this extension: access denied"

3CX v18 8SC Pro,on Debian, 3CX ISO, self hosted. Adding video conferencing equipment to conference room, existing extension provisioned with Yealink T23P.. When setting up conf PC after installing web cam, while using either Chrome browser or new Windows app, received following message when attempting to create a video meeting: "WebMeeting is disabled for this extension: access denied". In v16, i was aware of the "Allow user to organize 3CX Webmeeting Video Conferences" option, but I cannot find that option in v18.

What am I missing? (Yes, I did add an email address under General tab; yes, webcam input is visible in instant meeting but will not start meeting).

The option was merged with the Click2Meet checkbox.
Additionally, the "room" needs to have a name and email address set in the extension settings.
