V20 12/24 hour time config for phones

Is there a place to set the 12/24 hour time display default for the entire system, rather than at the user/phone level? I know it could be done in V18, but I do not see how or where to do that in a V20 system.

Its done individually per user.



English UK = 24 Hour
English US = AM/PM

For the phones it is done individually per phone when provisioning,
